Ok, so is there a way of finding out if Buddies are online?

i don't think there is. because it would tell u or there would be an option listed in the main menu for finding out. still, it would have been a cool feature.

DS or PSP?

I can't comment on DS, but the PSP displays a greenish target symbol next to your buddy's name if they're online.
