You have a lot of people on level 1 because you are bringing in beta testers, fine but pairing them with level 14 players for example is no fun, not for them getting to know the game not for experienced players.
My suggestion is bring in the classes and divide levels into classes, let's say 5 levels per class and let players in the same class battle. Sure some classes will have a few players but they'll have a challenging enemies.
You could mix that with leveling down. Every win brings you more level points, every lost game subtracts the points and my even get you leveled down (and lock the weapons again). Mind you, when leveled up you have to start in the middle of the level points wise. So if a level has 100 points when leveled up or down you have to start with 50 points on that level.
