No matter which way i try downloading i cannot seem to download and install 3.31.0 beta not to mention the fact that disabling anti-virus protection doesnt help either, also changing download paths clearing history or resetting browser download paths

Ok found the fault, its the anti-virus program wont accept it,so had to upload the file to be verified and allow the program through anti-virus/firewall.
