In Worms 2 it used to be possible to aim downwards, especially for the Ninja Rope. But in Worms World Party I can only aim straight ahead or up. Is there something I can tweak to allow aiming down?

I don't think I've ever seen someone aim straight down with the ninja rope. I really don't think it's possible...

Nope, that's how it is since Worms Armageddon.
