I assume you mean to add this to the list of WormNET flags, since the team flags are customizable already. Your WormNET flag is automatically detected based on the Windows location setting. The only way such a flag would be visible is when using 3rd-party clients which allow you to customize your WormNET country flag, which we do not support.

In the future, WormNET flags might become customizable, to allow clans to create clan logos to use instead of adding the clan acronym to their nicknames.

But the RSFSR flag could technically only appear if you turn your Windows time back to December 12, 1991 or earlier, since that was the last day that this Soviet republic existed.
Why the heck would a patch from 2010 for a game from 1999 need an obsolete flag from 1991?

If this flag ever gets added, I request the Austria-Hungary flag (http://en.wikipedia.org/wiki/File:Flag_of_the_Habsburg_Monarchy.svg) and the Nazi swastika flag (http://en.wikipedia.org/wiki/File:Flag_of_Nazi_Germany_%281933-1945%29.svg), which where both used in Austria at some time in the past. :eek:

Just it's not obligatory to be used in WormNET but I want to use it as my custom flag. Is it possible now already?
Moreover, I just wanted to see that flag in team settings because we still use USSR flag by default at some sites like rutracker.org — as often as the new flag.

You can add flags to the game to be assigned to Teams, it just won't be visible on Wormnet outside of a hosted game.
