Whats the hardest difficulty? are they already in order from easiest to hardest?

He could be talking about the CPUs. CPU 1 is the easiest to beat, and CPU 5 is the hardest to beat.
Or he could be talking about the missions, in which case: Yes, the missions are in order of easiest to hardest. Seriously, though, VistaNick, you really need to be more specific when asking things like this if you want help/answers quickly.

Maybe reword it to CPU Grade 1, CPU Grade 2 etc. or CPU rank 5, CPU rank 4, CPU rank 3 etc. in a future patch?

You don't need a patch for that. You can rename them yourself.

Renaming them yourself implies you already know how the difficulty rating for each CPU team works.

Which is a reasonable assumption for anyone reading this thread, considering that I just explained it above.

"Select human control or computer of one of five computer skill levels."

Perhaps expand on this and mention Skill 5 is the hardest?
