I want to make the shotgun more than 2 shots but dont want to mess up the game.....and i want to make the jetpack 9999 time that you can use it......PLEASE HELP ME!

all you have to do is go to wpntwk and look for numberofshots>2<numberofshots and change it to 100

For jetpack go to tweak.xml and look for the line that says
<XIntResourceDetails id='Jetpack.InitFuel'>

The value should be
<Value>7500</Value>

i meant whats the number i should put in for 9999 time

15sec = 7500

So 7500/15 = 500 per second. So 500 x 9999 = 4999500

Do the math.
