how can i open and edit .xom files, so i can edit worms 4 mayhem hats?

It is not possible, although, but I am not quite sure in this, maybe changing the extension .xom to some other (3ds Max supporting one maybe) and having compatible plug ins might help you.
Anyway, consider this as something you can't edit.

You cannot, changing the file name won't make it any easier.

The last I heard was that _Kilburn was making a XOM editor, but he's been off for so long. I haven't been able to contact him via MSN.

Who want use XomView v2.4 (test version) (http://w4tweaks.ucoz.ru/_fr/3/XomView_v2_4.rar), but this only View, no Edit version. This project shelved, sorry.

Good job as always, Alexbond.
With your maps I've created an unofficial patch with more than 100 maps and now, with your xom view, I've modified the sky (always if you didn't it before)
