Is there anyway to fix this by limiting the game's maximum frames per second rate within a file?

Try using Cheat Engine's speed hack.
www.cheatengine.org
Alt + Tab to leave game to window mode.
Enter Cheat engine - Go to Processes and Select Worms4.
You'll notice speed hack, enable and adjust.
Try setting 0.8 or similar.
