I'm gonna put this is simple as possible. If I play a private game on xbox live from a friend, I should have the SAME functionality as I would if he was playing right next to me in a local private game.

I should have the same map options.
I should have the same customizable modes and weapons.
Everything should be there.

Instead we get this lackluster small list of junk options and junk randomized maps!? It's awful.

All this functionality is in game yet the developers decide to block off options!?

I don't quite understand your concerns here.

Firstly, prior to commencing a Private match you have the Random Landscape Generator, which allows you to select the map you want to play on.

Secondly, you are able to use customised schemes in Private matches, which allows you to create your own schemes, customise weapon amounts and alter various other gameplay parameters.
