How is the WWP community compared to the WA community? I was wondering because I'm going to buy one but I just want to know how good the community is. I heard WA was not that great...
You're wrong.
WA has the better community.
Plus, with the beta updates for WA, you get bug fixes and new features galore, which easily weigh out intrinsic WWP features like Wormpot or the mission editor.

Ah I remember those late nights on Wormnet 2. As Bonz said though, WA is much better. So buy that game. :p

Here's a condensed version of the most important features. The ones that had the biggest impact on online play, map making and the community:

Here's the readme file of the latest beta with all bug fixes and features explained in detail:

Alright one last question, I heard that when 4.0 comes out, you can play WA from your WWP disc. I can get WWP cheaper (on eBay) so when 4.0 comes out I can play WA with all those features, right?

sThe two games become cross-compatible, but you still need to own both to get both sets of missions, features, etc.
Edit: Unless I'm wrong.

I always assumed the compatibility was only for WormNet, and, yeah, for missions played and all, you can't play WWP multiplayer missions from W:A unless you have WWP.
Regardless how far the cross-compatibility will go, you're definitely be better off with WA right now, since the advent of v4.0 will be many, many moons from now. ;)
Really, get WA. It won't be that much more expensive.
My suggestion would be though:
https://secure.team17.com/browse.html?area=detail&skuid=75
That's $35.- for W2, WA and WWP including shipping to the USA.
