That would be one of the many test forums that not even user mods have access to. I've lost count of how many of those there are.

Here's a bit more info for you:
There are a few secret test forums that not even user mods have access to where the forum admins can fiddle/break stuff accordingly without it screwing up the entire forum. Plus there are the moderator forums where we conduct our secret discussions about who to ban next! And I think some of the Christmas Competition forums are only visible by mods.
