i've played mugen and it was suprisingly fun even though it only had graphics a bit higher quality than that of a game boy colour.

Yes, this has been done over and over again. In short, it comes down to nobody caring that somebody made one worms character for a freeware game.

Well, if you consider the graphics of the Playstation being a bit higher quality thant those of a game boy color then I guess you're correct.

Maybe Mugen was game that you can add stuff to.
