I've heard a lot of complaints over the 2D worms for the DS and PSP and I was wondering whats so bad about them when compared to PC versions?

That depends on which complaints you've heard, really.

Nintendo seem to have always gotten the short end of the stick when it comes to Worms games released for their consoles. On the home console front, the SNES version of Worms was a terrible port knocked out by East Point Software, the same devteam who produced the terrible MS-DOS ports of Alien Breed: Tower Assault and Superfrog. The GameCube version of Worms 3D seemed cut back as well, perhaps due to the limited space on the discs. The only good Worms games for home consoles are WA for the N64 and, ironically, Worms Blast for the Game Cube - most people here seem to hate that game for some reason (Andy Davidson hates it as well, although I personally thought it was a very interesting take on the Puzzle Bobble formula which just happened to have the Worms branding on it).

But it's handhelds we're discussing here. Worms on the Game Boy wasn't particularly great, nor was the Game Boy Color version of Worms Armageddon (which was just bad). WWP for the GBA was a step in the right direction but wasn't quite right. Worms: Open Warfare for the DS was an unmitigated disaster.

But Worms Open Warfare 2 was utterly sublime, better even than the PSP version, and it's proof that Worms can be done properly on a handheld if you do it properly. personally, my only gripe with WOW2 on the DS is that you have to sue the stylus to design your flags, which makes intricate pixel-art a bit tricky. Besides that, I've no complaints.

Well the complaints I've heard were just "Bring 2D back to the PC" and stuff like that.

WA is brilliant, I won't deny that. But so is Starcraft, and fans have been asking for a sequel for that for years. Earlier this year they were rewarded.

A new 2D Worms game would probably do the brand a world of good, too.
