How do to alter in game the colour of water?

I will look into tweaking files.(data/tweak dont edit if you dont know how to you can make errors).
For water i think i saw in few files i can edit it just wait until tommorow.

Tweak.xml

Search "<WaterPlaneTweaks id='FE.PS2Water-0'>"

Modify the block whose name doesn't contains "PS2". If you modify <WaterPlaneTweaks id='Water.ARABIAN.DAY-0'>, it will modify the day water colour in the Arabian theme.

He isnt good with english so i think edit it and post file for download?

XOM in program 3D?

For the last time, NO. You can't modify XOM files, unless you are very skilled in hexadecimal comprehension, etc... etc....
And for god's sake, XOM files are not 3D models. This is what people thought, but they are definitely wrong. XOM files are packages that contain various data, including 3D models and map data, but they may contain anything else. Thus, you can't really open them with a 3D editor.

I am not really good with colors so i dont know is 200 blue or white or 10 grey.Maybe Kil(i)burn can help.

Just open Paint, create a custom colour, select the colour you want, and pick the R, V and B values. Try (180,180,190), you should get a very little blue-ish light grey.
