I was watching worms armageddon videos on youtube, and I noticed something. In all of the videos, the timers on everything (grenades, the main timer, mines) all were extremely exact (instead of displaying 45 seconds left on your turn, it displayed 45.21 seconds). This has to be a mod, but is it compatible to the latest patch, and also, where can I get it?

You have it already. Check the /User/Games folder, there are replays of every game you've played. And these replays show the more exact values.
