The dithered background is there because you added too many colours. You can either reduce the number of colours, change the terrain style so the background colours better fit the colour theme of your map, add colours from the terrain's background gradient to your map manually, or just turn off that background by pressing Insert in-game ;)

Edit: http://worms2d.info/Colour_map updated to reflect this info, also added the Photoshop instructions.

Erm, A bit explaining is needed, I 'm not sure how to do this. Do you mean by "change the terrain style" that the map should be loaded in WA and then you should press the background icon to change it to something different and save the map again? Or can this be handled by pgnchunk? How would I know the colors of the background gradient so I can add them?

Yes, the soil button in the map editor changes the colour map's soil, which affects the background and the "destroyed soil" background. This is saved in the PNG chunk described in the Colour map (http://worms2d.info/Colour_map) article. You can't really preview them immediately, you'd have to use trial-and-error... And you can "get" the colours of the background gradient by just making a screenshot in-game with said background :) that, or use the Directory editor (http://worms2d.info/WA_directory_editor) to extract the gradient stripe directly from the game's files.
