Why is the colouring on the bat messed up like that?

Never user the burn/dodge tools for lighting. NEVER.
In fact, don't use them for anything. There are better ways to do what they can do.
For shading/lighting, put a multiply layer above the coloring and use solid black/white, and set the layer's opacity down to 50% or so.
If you're going to shade part of the picture, shade all of it. And if you are going to color part of the picture, color all of it. It looks unfinished as is.
What is going on with the eye's lineart? It's really thin for some reason...
And I think that the lines are too thick. A thinner line will look a lot better.
And always make sure that you don't have any jaggies (White spots). Either increase the paint bucket's threshold or use the magic wand.

That's because it is unfinished. And I didn't use dodge or burn. I used white and a darker orange at 50% opacity.
It's a WIP.
Though I do appreciate the criticism. And yes, I'm fixing the lines and the eyes as we speak.
EDIT!
I improved colouring.
I also changed the weapon, while I was at it.

It seems rather odd to post a WIP for a simple picture...
Some of it doesn't look right. The lighting on the fingers and the eyebrows, the crows feet, the ends look too circular and thick. You should taper them off to the edges.
