To the best of my knowledge no such thing exists. And I generally know about Google things.

Writely's not a program as such.

If that's what you mean, it was absorbed into docs.google.com so that's where that is. Can that import PDF files? I know it can make them.

Writely was what I meant, but it can't import PDFs, but I found a way around what I was trying to do anyway.
