Last time I checked, a lot of forums do not strictly require you to be 13 or over, but rather that if you aren't, you have to have a parent or guardian sign for you, in accordance with the Child Protection act.

Of course, some forums just don't want under 13s there because of the act (or even misguided thoughts on maturity, in a lot of cases), regardless of signing.

More on topic, I really only frequent game-related forums, visiting others when I'm bored. I'm always constantly on this forum, the Matrix Online forum (forums.station.sony.com/mxo), and the gwonline.net forums, because the creators of Guild Wars have neglected to make any official forums.
