it looks like the info the server sends to the client or maybe its the other way round? It could be the id of the user, as assigned on first connection? not sure though.

No, I didn't really have a clue.
I would have suggested to compare the numbers of different countries though.

Anyway, those numbers are from the IRCNAME field which is sent by WA to the WormNET IRC server. They contain the flag and rank information. However, the country code is completely unused.
