I own it for the PS2 and thought I'd get it for the PC when I saw it for $15. Can you remove the sudden death and is it smoother?

You can't remove the sudden death, but you can extend the pre-sudden-death play time to an hour and a half or something if you use my unofficial patch (assuming you get exactly the same version of the game as I have). I forget where I set the limit. Somewhere around there.
Do you hex editors for stuff like that? Because I really can't use thoose.
They just show jibberish; the text to the right never has more than one compleate word at the time..

That's because the text to the right are the equivalent characters for each value (even if the values aren't meant to be used as text). You won't find something like "RoundTime=99999" through hex-editing. You'll only find readable text in strings the game actually stores/displays.
I think my only case of succesful hexediting was with Cave Story, I managed to figure out everything stored in a savegame except the flags. You can make the game go quite funky. :p (or cheat, but that's rather pointless after you've already finished the game)

To a point, yes. that file has quite a lot of English in, but then it's wrapped in a xom file, so you ned to hex edit it. If you know what you're looking for a hex editor is very useful. If you're just interested in code then they're rubbish.
Edit: Actually, it does say "RoundTime=60000" in there!

Heh, I forgot that too actually... I hacked the Worms 4 demo using the xom files. I made the round time infinite and the wind speed so high the bazooka shells would fly out into the horizon about the same time as launching it =D
But I didn't think about forts using that file structure for some reason. I'm smart like that ^^
