I heart pirates.

In the game I've found pirate hats, eyepatches, and even the pirate hook. :)

But I've yet to find a pirate voice set, or any way of unlocking it. :(

Is there not a pirate voice in Worms 4, or am I just being stupid?

Sadly, there is no Pirate Voice set. If there were one, I would certainly take a team of worms with the name "Pirates > Ninjas" or "I <3 Pirates" with names like "Swabbie", "Mate", "Port", etc.

I concur that there needs to be one, perhaps included in an update?

Just think of the squeaky-voice worms yelling their battle cries!
"Yarr, I'll keel-haul yer!"
"I've got barnicles on me boat!"
"Yer missed, ya land-luvin' yella-bella!"

Sadly, there is no Pirate Voice set. If there were one, I If you're really desperate for a pirate soundbank, try Worms 3D, but you can't dress your worms in W3D sadly. Hope this helps!
