After discussions with Valve we felt it was best to have all communications in one place, rather than split between the Discussions and the old style forums.

Also, the patch release is featured in the News section but there currently is not a way for us to publish this information ourselves and therefore there is a slight delay in the timezone differences as we wait for Valve to publish these particular updates on our behalf.
