That's pretty ridiculous. Here in Canada if the government is having problems, it just kind of stops. Literally, Harper has prorogued the gov't a couple times now.

Once, actually. However, we've had several minority governments, which are almost as useless as a frozen one.

It's possible there was one during the Olympics, but was overshadowed by the Olympics themselves.
