W:A uses the flag corresponding to the "Location" setting from Windows Regional Settings. I can think of no reason for your country flag to appear to change other than that setting being changed (by a program or another user).

My location is Serbia and I have never seen a Serbian flag. My flag keeps changing for no reason, I have no program that changes anything in regional settings, and there are no other users on this computer.

Well, what's your Location setting in Regional Options set to, then?

It happens when I reinstall the system and install the game then.
It always happens and I use the same disc always, and I always use Win7 Starter with Regional settings on "Serbia", and everything I have in the computer is set to Serbian language.

I think that Croatian flag is something like an alias for the Serbia. It appears when Serbia is chosen as a location (as some users have reported it).
They suggested changing it to Serbia and Montenegro (which doesn't exist anymore but WA knows it like this), and that flag should be shown in the game.
Perhaps the new Serbian location is the cause of flag randomness (and is thus a bug), but I may be wrong

It looks like Windows uses the same primary language code for Bosnian, Serbian and Croatian. That would be why W:A picks the Croatian flag for you right now. I don't know why it would pick an English or American flag, other than different regional settings.

Anyway, if you just want to have a UK flag, set your "Location" appropriately in the Control Panel.

Because they are very similar languages (essentially just minor variations, similar to different English variations) - or so I was told when.I visited Croatia and Bosnia recently.

It happened to me when I reinstalled worms (like a year ago)....Im from Argentina but the flag always displayed Spain.....after some days of playing the flag started to change from spain to argentina randomnly...now its always on argentina...
Its like "your flag is evolving" from a pokemon game, lol
