Worms 4 technically doesn't have a windowed mode. Sometimes, the game glitches and it goes into a window, but there's no official way or routine to do it.

Open 'Default.cfg' in Data folder of the game and then change /FS to //FS

As far as I know, "/WIN" string added to Launcher.cfg works too ;)
