I installed the game, and all is well. However, I can't seem to turn any of the sounds off. I go to the options menu and press the "turn ambient sounds" option off, but it doesn't do anything.

A. Am I missing something here
B. Is there another way I can kill the sound via messing with the files or something? (I'm fine with the sound being gone forever.)

That button turns off the music when you're actually playing a game, not for the menus. As for all the other various sounds, you could turn off your speakers I guess. :p

No, see, I want to listen to stuff through my headphones (news radio stuff), and the game sounds get in the way.

It's kind of rediculous that a game like this wouldn't come with sound controls.

Ah, I see. In that case the best solution is to get Worms Armageddon. It lets you turn the sound off, with the added bonus of being better in almost every way. (And it's probably dirt cheap too)

Before you do something stupid, do not get WA from the trymedia website, buy it from the team17 website even if you have to wait for it to be shipped for it.
