how do i turn off the thing in missions that gives all weapons?

You turn it off by not using it in the first place. There is a great number of schemes to choose from by default, and you don't have to pick the full wormage.

Or, are you saying that you're getting all the weapons in your missions? If so, you have gotten your CD from someone who has edited the .WAM files on the CD, and have not bought the game. I know this because, by default, if you have earned the full wormage, it does not appear as the scheme in missions.
