My dad bought be a moniter that was on sale, it's a 17" acer flat screen. with a 12ms response time, it was cheap so he bought it before he called me. Is 12 ms response time bad?

It depends.
Some manufacturer only state the fasted response time, not the average.
Check the tech sheet or manual for details.

BTW, even on my 8ms BenQ FP91G+ (http://www.benq.us/Products/LCD/index.cfm?product=574) I get flickering on certain graphic patterns.
E.g. those one-pixel "gray scale" patterns on .bit levels for Worms, and also with CyberShadow's transparent water.

The TFT monitor of a friend of mine has more than 20ms, IIRC.
He gets blurry after-images when playing fast-paced games.

mines typical is 12ms

8ms is superior, but in reality it doesn't matter. As previously stated, the companies who make monitors make up these statistics because they sound good, not because they have any basis in reality. A budget monitor with a claimed 12ms latency will more likely take somewhere in the vicinity of 30-40ms to refresh, if you're lucky.

I'm not entirely sure what the threshold of perceptibility on these things is, but it obviously depends on your application. If you're typing, it doesn't really matter how slow your latency is, but you'll want a faster panel for gaming.
